I installed new vegas into the C:/GAMES as i didnt want to put it in system for admin reasons to block changes to game. I Download mods and put the esp in the data folder and meshes in the meshes folder, i load the game and click on data files and make sure the mod is checked, go into game and it does not work, i downloaded the mod manager as i thought this would have proved better, went.
